getUris dialog improvements

This patch resolves #295 by making the Download Settings fieldset collapsed by default and moving the examples of URIs in textarea into the placeholder of textarea itself.
It also allows form submission when textarea is focused by pressing Ctrl+Enter.

* Last compatible angular-bootstrap UI (0.8)
This fixes some nasty display issues, such as items starting out at
uncollapsed, to be immediately collapsed after the load.
Also it seems to improve performance a bit in certain areas, while
performance regressions in other areas are neglectable.
